What builder registration does and does not cover
Victoria's Building Regulations 2018 set out eleven commercial builder classes. None of them is a concrete repair or facade remediation class. The only limited class naming a remedial trade directly is commercial builder limited to waterproofing work. A contractor delivering structural concrete repair, facade remediation and waterproofing across commercial and Class 2–9 buildings will generally require commercial builder (unlimited) registration to cover the full scope.
This is relevant when comparing contractors. "Registered builder" is not a single category, and a limited class does not authorise work outside the scope it names. We would encourage any client to ask which class a contractor holds and to verify it against the register directly.
